Steps
- In a medium bowl, combine the thinly sliced flank steak with 1 tablespoon of the soy sauce and all of the cornstarch; stir well until evenly coated and set aside.
- Heat 1 tablespoon of the vegetable oil in a large skillet or wok over medium-high heat until shimmering. Add the flank steak in a single layer and sear undisturbed for 1 to 2 minutes, then stir-fry for 1 minute until browned on the outside with no pink remaining; transfer immediately to a plate.
- Add the remaining 1 tablespoon of vegetable oil to the skillet over medium heat. Stir in the minced garlic for about 30 seconds until fragrant, then add the broccoli florets along with 3 tablespoons of water.
- Cover the skillet and steam-fry for 2 to 3 minutes until the broccoli is crisp-tender and turns bright green.
- Uncover the skillet, return the seared flank steak with any accumulated juices, and pour in the remaining 2 tablespoons of soy sauce. Toss everything constantly over medium-high heat for 1 to 2 minutes until the sauce bubbles, clings to the ingredients, and the dish is heated through.
- Divide the warm cooked rice among four plates or shallow bowls and spoon the beef and broccoli over the top.
